Polkadex has successfully secured a Polkadot Parachain slot, winning the Crowdloan Auction #16 with para ID 2040. The leasing period for the slot is estimated to be from June 4, 2022, to April 9, 2024. Polkadex has raised a total of 973,324 DOTs, almost reaching the Crowdloan cap of 1M DOTs. To reward the contributors who helped Polkadex secure the Parachain slot, a reward pool of 2M PDEX has been created.

The announced reward structure entails 2+ PDEX for every DOT contributed, with the rewards being vested based on the following schedule: 25% to be immediately vested, and the remaining portion to be linearly vested over the duration of the slot once the rewards pallet is ready.

With the recent runtime upgrade of the Polkadex network on June 21, 2023, the Crowdloan rewards pallet has been deployed to the runtime and is now ready for activation. To initiate this process, the 2M PDEX allocated for the Crowdloan rewards must be transferred from the Treasury account on-chain to the rewards pallet account, and a rewards cycle must be created.

Members of the General Council will commence a proposal to activate the Crowdloan rewards, enabling token holders to review and vote on the proposal. To expedite the process, the Technical Committee members of the network will fast-track the proposal, thereby reducing the voting time and enactment period to promptly begin remitting the rewards.

Activation of Crowdloan Rewards for Polkadex Parachain Slot

Democracy

Schedule the currently externally-proposed majority-carries referendum to be tabled
immediately. If there is no externally-proposed referendum currently, or if there is one
but it is not a majority-carries referendum then it fails.

The dispatch of this call must be `FastTrackOrigin`.

- `proposal_hash`: The hash of the current external proposal.
- `voting_period`: The period that is allowed for voting on this proposal. Increased to
	Must be always greater than zero.
	For `FastTrackOrigin` must be equal or greater than `FastTrackVotingPeriod`.
- `delay`: The number of block after voting has ended in approval and this should be
  enacted. This doesn't have a minimum amount.

Emits `Started`.

Weight: `O(1)`

Send a batch of dispatch calls.
Unlike `batch`, it allows errors and won't interrupt.

May be called from any origin except `None`.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
  exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then the calls are dispatch without checking origin filter. (This
includes bypassing `frame_system::Config::BaseCallFilter`).
